This is a paper about institutional responses to a Participatory Action Research development project. It makes the point that no matter how matter a project idea may be, you’ve got to deal with institutional dynamics, culture, language, and power issues. While the paper focused on an international NGO, and local NGOs it also reflects on university cultures in research.
